Tool to automatically download/submit metadata

Create tools that allows:

• Automatically generate the data following the requirements, given an svg + ethereum address.
• Deploy Aurora contract if necessary
• Update all the metadata automatically on NEAR and Aurora

This can be integrated in bridge-cli

Bonus: This tool can be also used as CI, to determine automatically if the PR follows the requirements.
