[BUG] Runbooks can't be reordered in the UI

Bug Description

I have multiple run books within one workspace, and I'm trying to change the order using drag and drop. Individual runbook can be clicked and moved, even a little + sign appear, but when releasing the left mouse button, no reordering happens.

Steps to Reproduce

1. Go to Workspace
2. Click and hold on one runbook and move to a different place
3. Release at different position in list
4. No reordering happens.

Expected Behavior

Order of runbooks in a workspace should be changeable

Actual Behavior

The UI indicates that this works, but it doesn't

Right now only online workspaces support re-ordering. Offline workspaces get their order from the filesystem, and we don't store anything to override that in the UI. Still need to figure out if that's something that should go into atuin.toml and therefore be committed, or whether it lives in temporary files and is per-user.

I'd like to make the case that should be supported. My use case is this: I'm working in a large corporation on a mid-size application in a mono repo. I start to use Atuin to document and simplify the many little things that need to be done on the application (check logs, redeploy some service, ...). Currently, I'm using it alone, but one idea is to commit the Atuine files to the repo to share them with co-workers. This is precisely the cloud use case you have as well but, before I get my big corporation to procure this tool for my team, everyone needs to be onboard with it; otherwise, it is not worth the hassle and effort. So the offline impression needs to be good, and the app has to appear polished to get this moving. Things like reordering the workbooks or table of contents help to strengthen this side of the sorry. I'm sure you have many other things being asked for, and this one is not a dealbreaker for me personally (love the tool so far!), but I would wait a little before starting to advertise it. I hope this perspective helps, I'm sure there are many other valid angles to this one as well.
