Add tests #39

We presently don't have any tests (unit, functional or end2end) for at_secondary_proxy
Describe the solution you'd like
Unit tests would be a good place to start.
Let's try to avoid end2end tests if we can.
Some functional tests (using VE) would be great. This might make this repo the perfect place to have a VE with at_proxyserver built in.
