Merge pull request #1439 from UncleGrumpy/support_notes

Update supported OTP versions and platforms in release-notes

Adds OTP27 and Elixir 1.17 to supported versions.
Adds ESP32-P4 to ESP32 family supported devices.

These changes are made under both the "Apache 2.0" and the "GNU Lesser General
Public License 2.1 or later" license terms (dual license).
