Add "reflection" for virtual actors

We do have endpoints to list processes inside the process registry.
But we have no way of querying the cluster for what virtual actors that exists.
We can get some information via gossip heartbeat actorstats.

For diagnostics purposes, it would be neat to have this capability.
e.g. for Cluster Dashboard
