Expose the compiled SQL in watcher tasks in the `ExecutionMode.WATCHER`

In the PoC related to #1950 we did not expose the compiled SQL as a templated field.

The goal of this ticket is to ensure that the compiled SQL used to run the transformations in the runner task is exposed in the watcher tasks, similar to the other Cosmos execution modes.
