Convert specobj view to specobj table in post-ingestion

sdss_drXX.specobj has been converted to a table in most data releases for performance reasons.

• Get SQL commands to convert a view into a table.
• Incorporate these commands into post ingestion for sdss_drXX.specobjall.
• Ensure the resulting table has the same indexes.
• Mark sdss_drXX.specobj as a table rather than a view in TapSchema output.
