isort known-first-party not being respected by subconfig: bug?

I have a pyproject.toml in my repo root that has:

[tool.ruff.isort]

known-first-party = [
    'module1',
    'module2',
]

I have a ruff.toml subconfig in a subdirectory

extend = '../pyproject.toml'

When I run ruff in the subdirectory, it no longer respects the known-first-party of the parent config.

Is this a bug, or is this supposed to happen?
