Warning or exception raise when converter not found could be more informative #1949
Description
It would be useful if the warning messages that currently read something like
AsdfConversionWarning: tag:stsci.edu:jwst_pipeline/v23tosky-0.7.0 is not recognized, converting to raw Python data structure
contained information about the version(s) of software packages that were used to create the file and the version(s) that are currently installed, if any.
The same may be true for other warnings/errors encountered when a converter/manifest/extension is not found
