我试了个方法好像解决了，你先保存一份离线备份，然后重置需求&已有再上传，目的是把云端的备份清空，各平台都恢复这份空数据，再用离线备份恢复后上传云端，再去同步下来就恢复了 |

我的笔记本电脑端与手机端上使用同一套同步码+api key恢复时只会恢复同一台设备上备份过的记录，并不会同步在另一台设备备份过的记录，但备份与恢复时均显示备份/恢复成功.
