If keyFormat set in workflow-controller-configmap, restart workflow-controller pod would not working. But in artifact-repositories is ok.

Can you provide what error in controller log?

Sorry, old instances & env have been deleted. But I've remember that is nothing , just reload config from configmap when changed if I just apply a new config map.
