Don't worry about "stressful", as long as it works for you. Simple rules is no heavy task for Tasmota.

But if what you want is a shorter way of doing the same.....

ON Power1#State=1 DO Add1 1 ENDON
ON Var1#State==1 DO RuleTimer1 15 ENDON
ON Var1#State>9 DO Restart 1 ENDON
ON Rules#Timer=1 DO Var1 0 ENDON

First time, var1 will be empty, which the add will automatically handle as 0.
