Testnet node syncing can't catch up

We run a testnet fullnode. Our node can't catch up public node(https://testnet.aptoslabs.com) over long time.

What error, if any, are you getting?

no ERROR level log

What have you tried or looked at? Or how can we reproduce the error?

I've tired remove data folder and restarted aptos service, and used other release version.
Originally, we can sync data, but when I source build this version [Testnet] Aptos node release v1.30.2-rc(https://github.com/aptos-labs/aptos-core/releases/tag/aptos-node-v1.30.2-rc), node no longer sync.
Even I rollback to old release version including binary file, still not work.

When I remove fast sync config, it works.
