Windows Development Setup

Hi All. Just wanted to check if there is an official documentation to install the development setup on Windows using Docker. I wanted to start contributing to Pickle.

I use WSL/Ubuntu for now. All you should need is Git and a JDK. See DEVELOPMENT.adoc for more information.
