pkl-gen-swift should support projects

Behavior of where to look (in order of precedence):

1. Accept a --project-dir CLI flag
2. Accept a projectDir property in GeneratorSettings.pkl
3. Look in the CWD for a PklProject, and resolve up the directory tree until one is found
