Annotation Label Below the X-Axis #5103

Summary
It would be very useful to place an annotation line at a specific x-value, but render its label below the X-axis instead of inside the chart area.
This would improve readability on dense charts, since the line remains visible within the plot while the label sits outside, avoiding overlaps with data or other annotations.
