custom tooltip overflow not working

I using custom tooltip when to show data is long, available overflow to user can scroll tooltip content.

but overflow is available, user cannot scroll cause tooltip is shown when mouse hover, so cursor is going to tooltip, tooltip is disappear.

question is how can i handle this problem?
i think best is, when hover, user can scroll the tooltip. but if �it cannot be, then click the bar always show tooltip, and scroll the tooltip.

is anyone know how to solve it? please give me great idea.
