How to append image at the bottom of bar and how to color line differently above reference line

1. Is it possible to append a custom SVG image at the bottom of each individual bar?
2. Is is possible to paint line path color differently when it's above a certain reference value (e.g red).

Here is an example of the desired result:

For #2 problem I figured I could use multi stop gradient.
