How to remove dead space?

I have a chart that should be 75px wide and 25px tall. I am unable to generate it because I think apex thinks it is too small??

If I increase the size to 100x100 I will get this:

Is there a way to remove the dead space around the chart? The outer border is the main svg and the inner border holds the actual chart. As you can see, there is a ton of dead space.
