Add rules-springboot-helloworld example

Hello,

I see there's a `rules-quarkus-helloworld` example,
but it seems there isn't one for `rules-springboot-helloworld`.

Would it be okay if I contributed one?

### Implementation ideas

I will convert the logic of `rules-quarkus-helloworld` to Spring Boot version.
