sync handle command

Now when quartz scheduling job, it will insert a command and wait master to scan, handle to processInstance and delete.
So it's a async way and the table Command is like a queue.

I think if we can use a sync way to handle command directly, it will reduce the DB operation of Command, and will reduce the task latency.
