Describe the bug

In running the instructions for verifying a release candidate I noticed that several additional dependencies were required!

To Reproduce

Run verification instructions

Expected behavior

I expected them to run

Additional context

Probably this is because pyarrow dropped numpy as a hard dependency (and perhaps some async functionality was added).
