[Feature]: Provide read-only user to access the Dashboard

Description

For now, we only provide an admin user to access AMS with all privileges, which limits we open AMS to more users.
We should provide a read-only user to some people who cannot change but can access the system.

This change requires AMS to provide a more flexible user and permission system.
For now, we can opt for a simpler implementation and gradually enhance it in the future. However, we may need to reserve extensibility in advance.

If the current requirement is only to support newly added readable users, I think we should minimize dependencies on complex authorization components as much as possible. Moreover, many open-source data lake catalog projects have already implemented similar functionality. Therefore, I believe introducing a new component just to implement a minimal feature may not be the optimal solution.
