No. It does not. PyMAPDL is compatible with all the previous MAPDL versions. That is why we recommend always to update PyMAPDL as soon as a new version comes out.

Yes, I'm asking what version of APDL corresponds to PyMAPDL. I met a license problem, that I don't know whether the version of ANSYS affects the licensee.

PyMAPDL can start many versions of MAPDL. See here for more information.

I'll skip the details but licensing has changed over the releases. If you can start MAPDL interactively then you should be able to start MAPDL from PyMAPDL without an issue. If you are having licensing issues starting MAPDL interactively then, if you are a commercial customer, I'd suggest opening an regular technical support case for this. If not then copy/paste the license error here and let's see what we can tell from that.

PyMAPDL does NOT require a license. However, PyMAPDL interfaces with MAPDL which DOES require a license.

PyMAPDL version does NOT affect MAPDL licensing, hence, if you are able to launch MAPDL normally, PyMAPDL should not have license issues to start MAPDL.
