Error 403 in Admin Panel

What steps will reproduce the problem?
1. From Admin Panel
2. Enter to modify in Classifieds Types, Classifieds Validity Period, Banlist 
by IP, Banlist by E-Mail
3.

What is the expected output? What do you see instead?

Error 403

What version of the product are you using? On what operating system?

Fix not rename admin user

When we browse admin panel, we are getting error under Admin-home.Error is 

"Open Flash Chart
IO ERROR
Loading test data
Error #2032"

Please reply me how can we fix it ?
