[Feature] Notify on threshold successes #2051

I'm on a metered connection where the monthly cap is not set in stone. I get throttled when I use more data than the top 5% of users.
I run an hourly cron with the "Notify on threshold failures" feature. Once the throttling kicks in, I basically get notified every hour until my ISP lifts the throttling. I just end up disabling the notification, but I'd also like to know when the throttling is lifted so I can re-enable the the threshold failure notifications again.
Describe the solution you'd like
Have an extra trigger button: "Notify on threshold successes". When enabled, you get notified when your speed goes above the set threshold.
Additional context
I'm no expert when it comes to feature implementations, so of course, however you think is best to implement this :)
