Follow AMS's Dispatcher Config Folder Structure

AMS has a nice, detailed folder structure that they use, documented here: https://docs.adobe.com/content/help/en/experience-manager-cloud-manager/using/getting-started/dispatcher-configurations.html

This enhancement is to follow that structure to make for greater flexibility when making dispatcher/apache changes.
