Allow configuration of API URL for GitHub fetcher #13
Description
Right now, the API URL is hard-coded to use github.com. Whilst this is fine for many use cases, it would not support proxied or privately hosted GitHub instances.
There is also a host parameter in the CLI args, which should be passed through to the fetcher.
