[BUG] Issue with Atlas zoom functionality

Current Behavior

The behavior of zoom functionality in Atlas does not appear to be consistent, possibly due to the initial base map that is selected when Atlas loads. It seems that if the maps SDK loads with a base map that is, for example, 0-16, it locks all other maps to those levels, even if they are coded to go to 20.

For clarity, the package atlas is using that is causing the issue can be found in kitchen sink and is called the layer selector.
