Japa tests not resolving files

I am trying to setup japa per the cookbook: https://challenges.atlassian.net/secure/RapidBoard.jspa?rapidView=13. I have the following files for japa.

when running the test I get the following error: Error: Cannot find module 'tests/helpers/base-url'
I tried adding the tests folder to tsconfig paths and also to the adonisrc and still doesn't work.
