[Bug]: Scrolling picker inside of another overlay closes it on touch devices

Expected behavior

Picker should not close when scrolling its contents on a touch device.

Actual behavior

The menu item inside of the picker is selected and the picker closes.

How can we reproduce this issue?

1. Go to https://stackblitz.com/edit/vitejs-vite-euegaejj?file=package.json,src%2Fmy-element.ts
2. In dev tools, use the iPad Air dimensions
3. Click on the button to open the overlay
4. Click on the picker
5. Try to drag the picker content to scroll and observe how it closes on pointer up
