@internationalized/date why does startOfWeek require a locale argument?

Just out of curiosity, more so that this ruined my nice consistent api with creating a preset factory for my calendar range picker....why is it that startOfYear and startOfMonth only require a single argument of type CalendarDate but startOfWeek requires a second argument for a locale?
