Compilation errors on Ubuntu 18.04 #468

Hi,
I am Davide Deidda from AWS ParallelCluster team.

 We're trying to make Torque to run on Ubuntu 18.04 nodes.

We found some issues at compilation time. Basically we had to set CFLAGS 
to "-fpermissive" and CXXFLAGS to "-std=c++03" to make it work. 
Furthermore, we had to provide external header unicode file (coming from 
Ubuntu 16.04) because of this error:

/usr/include/unicode/umachine.h:347:13: error: ‘char16_t’ does not name 
a type; did you mean ‘wchar_t’?

We also tried to build version 6.1.3 (not currently supported on 
ParallelCluster) and we found the same problems.
Do you have any plan about addressing this issue in the next future? Is 
there an official new version in your roadmap?
