Unable to setup kubectl via workflow step

I am getting Error: DownloadKubectlFailed error while setting up Azure/setup-kubectl@v3 in ARC runners.

It tries and then workflow fails

I am on runner version v2.316.0 and gha-runner-scale-set-0.9.2
