new runners throwing docker daemon error

HI Team,

we have installed actions runner controller and horizontalrunnerscaller , so when the new runner initiated it is going to error status after few min , log saying docker: Cannot connect to the Docker daemon at tcp://localhost:2376. Is the docker daemon running?.

any suggestions?
