Enable working with non-published packages that are only available in a private simple PyPI repo

We need to validate that we can work with non-published packages that are only available in a local, private PyPI repo.

The test should be with a weird, unknown name on Pypi.
There should be way to never try to get this from PyPI and collect the metadata only from the local package.
