Improve Workbench Database Schema

The goal of this project is to replace the existing database schema and implement one more suited to model a directory tree structure. This will help with certain classes of bugs and improve performance for various common tasks, such as searching and filtering.

Additionally, we will want to add support for loading partial scans and consolidation/summary data from scancode-toolkit.
