Migrate Exp 4 to a new organization

Create a new organization for the smart traffic project to include a repo for each of the following components:

1. Road Network Builder
2. Traffic Simulator
3. Traffic control API
4. Traffic Visualization Tool
5. Traffic controller AI agent

build these repos such that they could integrate, yet they are independent
