feat: Alloy Migration

Description

This is a tracking issue for the migration of all of Magi from ethers-rs to alloy.

Since this is a large task, we will use an alloy feature branch to prepare the migration and then once all sub-issues here are checked off, this ticket will be closed by merging the alloy feature branch into trunk.
