Build docker container issue with version of PHP

build of docker container from docker/app/Dockerfile return next message:

ERROR [17/21] RUN composer install
....
requires php >=8.2 -> your php version (8.1.22) does not satisfy that requirement

I used image php:8.2-fpm-buster because php:8.2-fpm doesn't contain composer.
but for production this image looks not as the best way
