Block /Pay To Offline Players

Players paying offline players can be exploitive in my server.
Would you be able to add a config option to block players from paying offline players?

Along similar lines (maybe), an option to disallow payments across worlds would be useful. MV-Inv can separate balances but can't/doesn't keep players from paying each other between worlds.
