Expand /seen functionality to exclude using this command on players with certain permission groups, so that for example the staffteam of a server can't be tracked

So I was thinking about maybe make some kind of blacklist or something with permission groups so that any player within these permission groups can't be tracked whether they were last online or not. And if they land in that group give some error message like "This player can't be tracked!"

In my opinion there's currently not enough in-between functionality if you want to give the /seen permission to normal players. I think this could be a good addition because of it.
