To get an extra permission for repairing enchanted items with /repair

When you got cmi.command.repair.enchanted you can fix enchanted items with /repair, when you have the cmi.command.repair.unenchanted permission you only can repair unenchanted items.

Basic explanation as to why this feature is needed and/or useful to have:

This is a nice extra function to have. It makes the plugin more appealing to others
