Permission Based Chat Colors

Detailed explanation of what it should do, when and in what situation:

Let people get access to some chatcolors and not all at once for things like crate rewards.
Red: cmi.chatcolor.red
Blue: cmi.chatcolor.blue
etc. etc.

Basic explanation as to why this feature is needed and/or useful to have:

I would use this in crates.
