Time/freeze permissions update

Description of feature/improvement request:
I would like to see an individual permissions for editing time, freezing time, and unfreezing time.

Detailed explanation of what it should do, when and in what situation:

Permissions like cmi.command.time.freeze, cmi.command.time.unfreeze

Basic explanation as to why this feature is needed and/or useful to have:

Editing time is a perk for higher ranking players, but they dont remember to unfreeze time, which effects the lower level players. I honestly would rather they not be able to freeze it.
