Bans and mutes accross BungeeCord and/or via MySQL

Detailed explanation of what it should do, when and in what situation:

When you ban someone, you should be able to ban it or per server, or from the whole bungeecord

Basic explanation as to why this feature is needed and/or useful to have:

It could be cool since the CMI Bungee addon doesn't have that much features right now and that we wouldn't have to install another plugin
