Possibility to not register events not used

Description of feature/improvement request:
Would be great if CMI didn't register eventlisteners for features/modules that aren't used.
We don't use the recipes module but CMI still listens to all craft events.

This could help a lot with performance on larger servers, we only use a few parts of CMI and want to move away from CMI due to it being bloated with a lot of features that cause performance impacts.
