Option to edit permission hover output for Ranks in Locale

Description of feature/improvement request:
Locale Request - I'm requesting the ability to edit what displays as the permission hover for Ranks.

Detailed explanation of what it should do, when and in what situation:
The locale allows you to edit the other hover info except for permissions.

Basic explanation as to why this feature is needed and/or useful to have:
As of right now, when hovering over the "Permission" requirement for Ranks in game, the permission node is shown. I understand that you can alter what it shows in the chat feed - but there is no way to alter the hover feedback to my knowledge. This is confusing players, despite what it says in the chat as they don't know what they mean.
