Make the locales available on this repository

Description of feature/improvement request:
"As the title says" please make the locale files public so we can contribute or recover them in case of file corruption (my case) because if a locale gets deleted cmi doesn't re-generate it properly, it just returns the locale file with an english translation

(I'm trying to use the spanish translation)

I tried loading CMI on a new server and nothing changed, the locales are still in English
