Make steam workshop easier to use

Add support for three new functions for chobby:

New item
for new item you select template, enter name, description, tags

wrapper downloads workshop item template, copies to writable folder ./MyWorkshopItems/sanitizedName
fills in vdf, modifies replaces %name% and %description% in template optionally too (to prepare custom modes)

Upload item
Let's user select which one (Wrapper method to list them)
It checks vdf, screams if missing
It uploads games, maps to infra, screams if problems
It executes steam cmdline to upload to wokrhop (or update)

Test item
Let's user select which one
It stores this info in some local file and restarts spring with this workshop item added to data path
